Territory: The counties of Ada, Adams, Boise, Camas, Canyon, Cassia, Elmore, Gem, Gooding, Jerome, Lincoln, Minidoka, Owyhee, Payette, Twin Falls, Valley, and Washington in Idaho, and the counties of Baker, Grant, Harney and Malheur in Oregon.
